You can download ATAK-Civ 3.6.1 from here. You can use ATAK to download and use the imagery from Evr2est.US, here, either ask JP2000 GeoTiffs, or with a bit more work as WMS feeds.
Evr2est.us is a Government-run web site which allows emergency responders to access current imagery. Its integrated with ATAK.
